In Tayside we represent approximately 1160 Police Officers from Constable to Chief Inspector and also represent Special Constables in the Force. That number is subject to minor fluctuation from time to time as officers retire and new recruits start with the Force. We look forward to the number increasing over the next few years if the Scottish Governments promise bears fruit.
This is a challenging time for the Police Service particularly due to ongoing issues surrounding our annual pay award. Very soon we will be starting to think about this year’s award which we are normally advised of in July. However, as far as we are concerned, the 2007 award is still not finished due to the anomalies created by the UK Government.
We sincerely hope that the service can receive their award on 1st September this year but I have to remain extremely doubtful that will happen.
In addition to the pay award, we were hoping that resolution might have been achieved by this time in terms of Special Priority Payments given the work which is meant to be ongoing following the Booth Report. I still feel that this scheme is the most divisive and controversial matter to ever be imposed on the service. The fact that 60% of our staff do not achieve a payment and some of the remainder get 2 payments is outrageous and has clearly divided the service into ‘haves’ and ‘have nots’.
Our staff in Eastern Division in particular are to be congratulated for the manner in which they dealt with the tragic death of an immigrant worker recently, under extremely difficult circumstances. This was an extreme test for the new shift system at a time when many officers may have been on holiday. I understand that we coped admirably and that is due in no short measure to the professionalism and dedication of all staff involved, particularly those in Eastern Division.
